Career

Noem was elected as a Republican to the South Dakota House of Representatives in 2006, serving as the representative for the 6th district, which includes portions of the counties of Beadle, Clark, Codington, Hamlin, and Kingsbury. She received 39% of the vote in 2006. She received 41% of the vote in 2008 and was reelected.

From 2007 to 2010, Noem was in office for four years. In her second term, she served as an assistant majority leader. Noem was the main sponsor of 11 laws that were passed during her term, including two bills to expand South Dakota’s gun rights and other property tax improvements. She served as the vice chair of the Agriculture Land Assessment Advisory Task Force in 2009. The task committee was chaired by Senator Larry Rhoden, who was her lieutenant governor afterwards. She became a “state legislative member” of the Civil Air Patrol during her time there. She is a lieutenant colonel by rank.

Noem was a candidate in 2010 for the U.S. House of Representatives’ at-large seat from South Dakota. She defeated incumbent Democrat Stephanie Herseth Sandlin in the general election after winning the Republican primary. Noem served in Congress until 2019 after winning three terms in a row.

Noem became the second female member of the House GOP leadership when she was elected as liaison to the House Republican leadership by the 2011 House Republican 87-member freshmen class. Her responsibilities included helping Speaker John Boehner control the expectations of the rookie class and pressuring the leadership to make large cuts to federal government spending, according to The Hill. Noem was appointed as one of the 12 regional directors for the National Republican Congressional Committee during the 2012 election campaign by Republican Representative Pete Sessions of Texas in March 2011.

Alex Padilla, the senior U.S. Senator from California, was present at a news conference in Los Angeles on June 12 but was not recognized by Noem. Agents from the FBI and Secret Service threw Padilla to the ground, dragged him out of the room, and handcuffed him as he tried to interview Noem.

Ethics experts claim that Noem violated disclosure laws when she joined DHS by failing to declare prior income from a dark money group in her federal ethics filings, according to a June 2025 ProPublica story.
