While early ballot counting showed Carter trailing his opponent, Homer Moore, this was ultimately revealed to be due to fraudulent voting. The fraud was discovered to have been conducted by Joe Hurst, the Democratic Party chairman in Quitman County.

Carter contested the election results, which were found to be illegitimate after an inquiry. Following that, another election was held, and Carter defeated Moore, the single Democratic candidate, by a vote margin of 3,013 to 2,182.
